Job Purpose

The purpose of this job role is to support the Section Manager to ensure the reliable operation of the systems, equipment and facilities of the Aerodrome Visual Navigational Systems and ASMGCS (Advanced Surface Movement and Guidance Control System). To ensure maintenance in line with requirements and with minimal disruption to airport operations, system administration, configuration management support for the Visual Navigational Systems hardware and software applications. To provide advanced technical/engineering expertise, and resolve the system related problems and follow up on the day-to-day tasks, to ensure smooth, safe and reliable operation and constant delivery of agreed key performance indicators. To monitor equipment and facilities to ensure they are maintained to a high standard in line with the standard practices of the engineering services unit.

Qualifications and Education:
The jobholder should have a University Degree in Electrical or Electronics and Communications or Computer Science Engineering. Additional Certification or training in Expert Control System Application/Networking is an advantage.
Experience:
The jobholder should have at least a minimum 6 – 8 years of experience in a modern SCADA system or computer based control systems used at airports, oil field or process industry of which at least 4 years should be with modern airfield lighting control systems. The jobholder should also be experienced in expert control system environments, comprising of multiple systems delivering mission-critical applications, have hands on experience of troubleshooting and the administration of Expert Control System Application, Database system and Data Communication system. The jobholder should also be experienced in Management, Leadership and Administrative acumen to execute multinational and multicultural resources.
Training:
Developmental training is required in any area for professional development and may also be required to attend mandatory trainings as and when requested.
Knowledge:
Strong knowledge of UNIX [Solaris], WINDOWS-2003 Operating environment, TCP/IP and CORBA standards based applications, ORACLE/SQL Database System, Object Oriented Programming and administration of large data network systems.
Knowledge of local and international regulations and safety procedures (ICAO /GCAA).
Knowledge of modern real time control – systems used for Air Traffic Control.
Advanced knowledge of Microsoft office applications, drawing and graphics applications
Ability to read, analyse and interpret complex documents/schematics/drawings
Ability to write technical specifications and operational documentation
Valid UAE Driving License.
Written and verbal proficiency in English language
Clear understanding of Maximo CMMS from user point of view
Knowledge of related DA ES processes

1.
Adhere to the standard practices of the quality and safety management system. Plan, organise and provide systems engineering support for the operation, maintenance, system administration, reconfiguration, configuration management, trouble-shooting and repair of the Aerodrome Visual Navigational systems (inclusive of Airfield Lighting and Control System, A-SMGCS, Visual Docking Guidance System, Gate Operating System) utilising application software, Human Machine interface, special software and hardware tools. Conduct regular field visits to ensure operational condition of the visual aids and associated equipment is maintained to the required standard

2.
Study the preceding shift activities/complaints and communicate with the AFL Section Manager and Users [ATC] about the system failures and criticality and take the necessary action required to complete the tasks during the shift. Ensure visual aids serviceability requirements are met at all times including the photometric performance requirements

Analyse the system events and system status to ensure proper operation of the related systems and report the system faults to AFL Shift Leader or technical staff for action. Advise ATC if the visual navigational aids [Runway/Taxiway] does not meet regulatory requirements due to the prevailing failures and are to be closed for operations

Prepare, coordinate and assist in the preparation of a variety of technical documents, specifications, operational procedures, drawings, schematics, special reports, training manuals as requested or assigned by the AFL Section Manager

5.
Carry out the testing and commissioning of the new system hardware and software to ensure compliancy to the specifications and operational requirements. Represent the client in the contractual taking over of the new systems and related hardware. Provide technical input and participate in extension projects as required and sign off and accept new works provided through projects.

Perform both routine and non-routine systems administration tasks for the daily operations of the moderately complex to complex mission critical systems, in order to keep the systems healthy and secured to complement reliable and safe air traffic operations. Participate in system debugging and testing for software upgrades prior to certifying the same for operational use

Design, write, document, and/or maintain software applications to supplement core control system capabilities consistent with ICAO standards to meet air traffic operations and engineering demands. Extend the same to develop software applications required to support the smooth functioning of the section. Backup events, data, source code, and all other supporting files according to the defined strategy to meet standard disaster recovery management plan

Perform other duties that may include development and implementation of a competency development program, training, identifying, investigating and repairing system/equipment faults, system reconfiguration, supervising the work of technical support staff and trainee engineers, quality assurance, hardware testing and documentation

The Jobholder provides support and instructions to AFL Duty Engineers as required and receives instructions from AFL Section Manager and works with the Subject Matter Expert. Routine activities will be based on clearly defined policies and procedures. Required to work under limited supervision with considerable latitude for the use of independent judgement during the course of the shift. Errors or wrong system operations, program execution, advises/decisions could result in serious impacts to airfield operations and may create aviation safety hazard.

The jobholder will spend time working in an air conditioned office environment and at times may work in a demanding environment and so must have the ability to work under pressure. The role requires work on rotating shifts and will involve working outside normal working hours when required. Primarily indoor office, control room or substation environment with frequent outdoor trips. May be exposed to laser radiations, extremes of climate and temperatures, high noise levels, jet blast dangers, rotating and vibrating equipment, work on ladders and high rise platforms as well as confined spaces such as manholes and live taxiing, landing and departing aircraft traffic on taxiways and runways.
